But there are rumours that the shipment is being held in Port-Harcourt, in a warehouse owned by some influential Lebanese businessman. The Department of State Security is concerned; it is too much risk to take action on the basis of a rumour.
Besides, the President is walking a diplomatic tightrope with Beirut already. Michael is hired to substantiate the rumor. Should anything go wrong, he is to be on his own and the Federal Government would maintain absolute deniability. But then there are quite a good number of people who would want the location of the shipment to remain a rumor until the moment was ripe.
